Tell him to stick with conducting as his degree but take LOTS of composition. You can be a wonderful composer without a composition degree. He will have Major advantages getting his music performed as a conductor. Composers often have a hard time even getting a conductor to even Look at their work. That problem would be completely bypassed if he IS a conductor.
